Breast Cancer Surgery Subsidy Scheme
CUHK Medical Centre (CUHKMC) shoulders the social mission of bridging the service gap between the private and public healthcare systems in Hong Kong. With a patient-first rationale, we are dedicated to delivering quality and transparent medical services, enabling more patients to receive timely and comprehensive treatment.
With the generous support of the Lee Yin Yee’s family, CUHK Medical Centre is able to launch the "Breast Cancer Surgery Subsidy Scheme" (the “Scheme”), aiming to provide financial assistance to 100 breast cancer patients. We hope to offer timely support to patients who are on waiting lists for designated breast cancer surgeries at public hospitals, enabling them to receive treatment sooner. The Scheme offers full financial support covering the fees of surgery and hospitalisation, as well as scheduled post-operative surgical outpatient consultations within two months after discharge, to provide patients with timely holistic patient care and treatment.
Scheme Details1:
A full subsidy is available for eligible breast cancer patients:
- Initial surgeon consultation fee of HK$700 (to be paid upfront, and will be fully refunded after successful participation in the Scheme and completing the Designated Surgery (as defined below)2)
- Full subsidy for the fees of Designated Surgery and inpatient hospitalisation3,4
- Full subsidy for the fees of scheduled post-operative surgical outpatient consultations within two months after discharge (excluding emergency consultations)3,4
Eligibility:
- Permanent residents of Hong Kong
- Enrollment in the Electronic Health Record Sharing System (eHealth) is mandatory at the time of submitting the application
- Applicants who are on waiting lists of the following breast cancer surgeries^ at public hospitals prior to submitting the application:
- Total Mastectomy
- Total Mastectomy and Sentinel Lymph Node Biopsy and Frozen Section and (if applicable) Axillary Dissection
- Total Mastectomy and Axillary Dissection
- Sentinel Lymph Node Biopsy and Frozen Section and (if applicable) Axillary Dissection
- Axillary Dissection
(collectively, “Designated Surgeries”, each a “Designated Surgery”)
- Recipients of Comprehensive Social Security Assistance (CSSA) will be given priority consideration
- Applicants are required to undergo assessment for suitability for the Designated Surgeries by surgeon(s) of CUHK Medical Centre
^Not including Breast-Conserving Therapy (BCT).

Phase I

Application and Participation Method:
- CUHK Medical Centre (“we” or “our”) will make available designated quota for each Scheme Period for online registration by persons who intend to apply for participation in the Scheme. Registration will be closed once the quota is full5:

- Our staff will send the application form to registered persons. Duly completed and signed application forms together with all required supporting documents should be returned to 1/F, Specialist Outpatient Centre, CUHK Medical Centre by email, post or in person.
- After review of applications, Applicants who are preliminarily assessed as eligible to participate in the Scheme have to undergo initial consultation by our designated surgeon to assess their suitability for the Designated Surgeries
- Applicants who are assessed as suitable for the Designated Surgeries by surgeon and meet the eligibility will receive our written notification for participation in the Scheme
Remarks:
- Due to the nature of subsidy, the Scheme has limited quota and is offered on a first-come, first-served basis.
- Doctor consultation fee for the initial surgeon consultation will be fully refunded after performance of the surgery. Otherwise, in other circumstances, such as:
- After consulting with the Applicant, the doctor assesses the risk based on the Applicant's condition and determines that the Applicant is not suitable for the Designated Surgery; or
- The Applicant ultimately decides not to undergo the Designated Surgery.
- All fees incurred before admission (including doctor consultation fees, laboratory test fees, imaging diagnosis fees, etc.) are non-refundable.
- The scope of the subsidy under the Scheme covers surgeon fee, anesthesiologist fee, doctor's attending fee, room charge for standard room (4-bed) (3 days and 2 nights *), basic operating room fee (operation will be performed during designated hours), standard instrument and equipment fee, standard nursing procedure fee, standard consumables/ materials fee, charges for the Designated Surgery-related basic medication (including basic medication during hospitalisation and within 7 days from discharge date), essential and Designated Surgery-related diagnostic fees (including laboratory tests, imaging diagnosis), patient’s catering fee (lunch and dinner on operative day and breakfast and lunch on first day after operation from designated menu), and fees of scheduled post-operative surgical outpatient consultations within 2 months after discharge.
(*No refund will be given for early discharge before the end of the hospital stay provided under the Scheme.) - Additional surgical charges not related to the Designated Surgery, treatment costs caused by chronic illnesses and their complications, the charges for additional care/ consumables/ drugs (incurred during hospitalisation or after discharge), extended hospitalisation charges, etc. shall be borne by the Applicant.
- The time of online registration as recorded by CUHK Medical Centre shall be final and conclusive.
- CUHK Medical Centre Limited reserves the right to amend any content (including, but not limited to, any terms and conditions) set out herein without prior notice.
- The Scheme is subject to terms and conditions. In case of any dispute, the decision of CUHK Medical Centre Limited shall be final.
